In April 1993, National Rail commenced operations with a mixed fleet of locomotives on loan from Australian National, FreightCorp and V/Line fleets, including AN, BL, C, DL, 422, 442, 80 and 82 Class.

Then in September 1995, National Rail placed orders with A. Goninan & Co for 120 NR Class 3000kw (4000HP) locomotives known as model Cv40-9i. These locomotives are powered by a General Electric (GE) 7FDL-16 V16 diesel engine rated at 3000kw driving a GE GMG196 alternator feeding six GE 5GE793A1 traction motors. They weigh in at 132 tonnes, have a Co-Co wheel arrangement and a top speed of 115kph. The single ended cab controls are set up to allow driving with either end leading.

NR1 - NR60 were built at Broadmeadow NSW and NR61 - NR120 at Bassendean in WA, the frames being manufactured in Hexham NSW and the bogies at Taree NSW. First unit to be trialled was NR61 back in September 1996 and all were accepted into service by late 1998. NR3 was rebuilt as NR121 after a fatal accident involving a former bridge culvert collapse on the Moss Vale Unanderra Line whilst NR33, the third locomotive on a Melbourne to Adelaide service, was written off after a level crossing accident.

In February 2002, National Rail was combined with the NSW government owned FreightCorp and sold to a Patrick Corporation and Toll Holdings consortium, the resulting merger being rebranded as Pacific National. This DVD-R traces the NR Class from delivery in 1996 to National Rail through to service with Pacific National in 2020.
